Yes, anyone who wants to enter India from another nation will need a Indian visa to do so until and unless they belong to a visa-exempt country. You can apply for the visa before coming to India and nationals of some countries may obtain a visa on arrival or E-visa within 30 days of checking in.
Visa-free country
Countries such as Nepal, Bhutan, and Maldives do not require visas to enter India and can stay in India for up to 90 days. However, they must not transit through Pakistan, Mainland China, Macau, and Hong Kong to come to India.
People who have an Indian origin and have a valid Overseas Citizen of India card or a Person of Indian Visa Origin Card can enter India without any visa and can live and work in India without any limit to their stay. Countries such as Pakistan and Bangladesh are exempt from this policy as they are not allowed to hold Overseas Citizen of India cards.
Visa on arrival
Visitors who are from Japan, the United Arab Emirates, or South Korea, can enter India on a visa-on-arrival basis; It can be issued to them for business, tourism, medical, or conference purposes, for a stay of up to 60 days, for 2,000. Visitors are not eligible for this scheme if they or their parents or grandparents were born in Pakistan or have resided in Pakistan. They will have to go through the process of visa application in the Indian Diplomatic Post. This scheme covers six airports, i.e., Bengaluru, Hyderabad, Mumbai, Chennai, Kolkata, and Delhi.
E-visas
Nationals of many countries and territories holding ordinary passports can apply for an E-visa and check-in through 24 designated airports and three seaports. But they can exit from India through any authorized Immigration Check post in India.
